To judge from the recent leak of its internal poll numbers, Donald Trump’s 2020 campaign has a lot of ground to make up—and Trump family members have already been sounding alarms that Republican mega donors aren’t stepping up to close the gap. Don Jr. recently called a prominent donor and warned that Trump’s money haul is falling behind where Barack Obama was early in his reelection, while Jared Kushner has privately complained to RNC chairwoman Ronna Romney McDaniel that Trump’s war chest is not as big as it should be at this point in the cycle.

“Jared doesn’t like what’s going on. He basically believes the RNC should be doing a lot better,” a former West Wing official familiar with the conversations told me. According to this official and another source, Kushner wants to recruit Mike Pence’s former chief of staff, Nick Ayers, back to Washington for a senior position at the RNC to bolster the GOP’s fund-raising. “Jared wants Nick, but Ronna would protest that,” the former West Wing official said. (The White House did not respond to requests for comment. A spokesperson for the RNC said the group “has a great working relationship with the team at the White House” and praised McDaniel for “fundraising records month after month.”)

But a large part of the problem is that Trump has lost the financial support of one of his biggest backers in 2016: the Mercers. With their ties to Steve Bannon, Breitbart, and Cambridge Analytica, Robert Mercer and his daughter Rebekah were superstars last cycle. According to half a dozen sources familiar with the reclusive family’s political activities, the Mercers have drastically curtailed their political donations in recent months and will likely not play a significant role in 2020. “They think that the administration could do so much more. They’ve been very vocal about that to the president,” a person familiar with the Mercers’ thinking told me. “It’s like they’ve disappeared,” the former West Wing official added. “Crickets. They’re gone,” a prominent Republican strategist said.

The numbers tell the story. In 2016, Robert Mercer, the former co-CEO of hedge fund Renaissance Technologies, and his wife, Diana, donated $15.5 million to a variety of different organizations to help elect Trump, and they put up another $1 million for the inaugural committee. They also provided substantial support to Breitbart, which at times seemed to function as an extra arm of the Trump campaign. The Washington Post reported they spent more than $49 million on political activities in 2016 and that year’s election cycle. “The Mercers laid the groundwork for the Trump revolution,” Steve Bannon said in 2017. In addition to the millions the Mercers pumped into Trump’s election, they spent $10 million on Breitbart News and millions more on Cambridge Analytica, the data firm cofounded by Robert Mercer in 2013.

But in 2018 the Mercers donated only $400,000 to the pro-Trump Great America PAC, according to the Center for Responsive Politics. Their total political spending dropped to $2.9 million last year. Sources said the Mercers cut back their spending because they felt scarred by the press scrutiny that followed their association with Trump. Two sources said Rebekah’s divorce from her husband is also motivating her to keep a low profile. “This whole thing did not end up well for them,” former Trump adviser Sam Nunberg told me. “They’ve been destroyed,” a former West Wing official said. A former Renaissance executive said: “Bob views all his political spending as a bad investment.” (The Mercers did not respond to requests for comment.)

Like Trump, the Mercers exploded onto the national scene from seemingly nowhere. Robert, a painfully shy computer scientist who reportedly prefers cats to people, never gave interviews. When I approached Robert at Trump’s 2016 election-night party at the New York Hilton, he smiled and walked away.

At that time, the Mercers had become so influential with Trump that they successfully installed their handpicked strategists, Bannon and Kellyanne Conway, to run Trump’s campaign in the closing months of 2016. After Trump won, Rebekah served as a senior member of the transition team. And in December 2016, Trump repaid their loyalty by making an appearance at Robert’s annual costume ball held at his Long Island mansion known as the Owl’s Nest.

But the relationship was stress tested from the beginning of Trump’s term. In March 2017, The New Yorker published an embarrassing profile of Robert Mercer, depicting him as an eccentric recluse. Five months later, Trump exiled Bannon, which drove a wedge between Trump and the Mercers, Bannon’s longtime patrons. Around the same time, Mercer’s support for Trump and Breitbart was outraging Renaissance employees and the fund’s investors, sources told me. (The hedge fund’s founder, James Simons, is among the country’s biggest Democratic donors.) In November 2017, Mercer was pushed out of Renaissance and he publicly transferred his stake in Breitbart to his daughters. A month later, the Mercers’ relationship with Bannon reached a breaking point when Bannon was quoted extensively in Michael Wolff’s Fire and Fury criticizing the Trump family. Rebekah issued a rare statement distancing herself from Bannon. “My family and I have not communicated with Steve Bannon in many months and have provided no financial support to his political agenda, nor do we support his recent actions and statements,” it read. “Bob and Rebekah both felt so burned by Bannon and the negative publicity,” a person close to the Mercers told me.

Meanwhile, the Mercers’ investment in Cambridge Analytica was putting them in legal jeopardy. A few months after Robert left Renaissance, it was reported that the FBI opened an investigation of Cambridge in the wake of revelations that the firm appropriated private data from more than 50 million Facebook profiles. Last May, the Mercers shut the company down. “The Cambridge investigation really spooked them,” said the prominent Republican strategist.

Another factor driving the Mercers off the national stage is that Trump was never their ideal candidate, despite the millions they spent helping him, sources told me. “They never really liked Trump,” the person close to the Mercers said. During the 2016 Republican primary, the Mercers put all their cards on Ted Cruz. The source recalled that Robert invited Kellyanne Conway, who was then working for a pro-Cruz super PAC, to his Florida mansion and told her to “beat Trump!” What seemed to be most driving the Mercers was a hatred of Hillary Clinton. “Trump was just Bob’s play against Hillary,” the former Renaissance executive said. “Bob said she and her husband were murderers who would destroy the country. He thought she was an evil person and a socialist.”

Without the specter of a Clinton presidency to motivate them, the Mercers are returning to their pre-Trump private existence. Robert didn’t host a costume ball last year. But the family remains active outside of politics. For example, the Mercers’ foundation continues to donate to the Oregon Institute of Science and Medicine, whose cofounder, Arthur Robinson, is a pro-nuclear energy climate change skeptic who does research on slowing down human aging. “They’re still supporting us at levels that are comparable to what they’ve been,” Robinson told me.

Eurasia Review: Russia Returns To Africa – Analysis

The inaugural Russia-Africa summit in Sochi in October is President Putin’s way of proclaiming a new phase in Russia’s relationship with the continent while increasing its relevance among countries with an established presence. The aim is to strengthen cooperation in the nuclear power, mining and security sectors.

In October 2019, the first Russia-Africa Summit will take place in
Sochi. Leaders from all 54 African countries have been invited to the
summit, which, in scale and significance, is like the Forum for
China-Africa Cooperation and the India-Africa Forum Summit. The summit
has been in the planning for several months under the personal
supervision of President Putin, and is a clear announcement from him:
Russia is back in the African continent after a long absence – since the
Soviet Union’s dissolution in 1991.

Russia has stiff competition for Africa’s attention. In addition to the long-standing investments of the United States and Europe, China and India have been expanding their economic and military footprint since 2000. The Russian engagement is not so different – a focus on mineral resources, nuclear-led energy cooperation and a provider of both arms and strategic advice. But Russia is clearly reviving the old role the Soviet Union played as a dominant security provider in several African countries.[1] This time, in addition to arms sales and military cooperation, Russia has included a strong component of economic cooperation, with investments in nuclear power, mining and metallurgy, oil and gas.

By far, nuclear power comprises Russia’s biggest outlay in Africa. The largest project is state-owned Rosatom’s 4.8 GW El Dabba nuclear power plant in Egypt, which began in 2015 with an investment of $30 billion.[2] Once completed in 2025, Rosatom will run the project with its Egyptian partner, Nuclear Power Plants Authority, for 10 years, after which it will transfer to Egypt. A similar model is being replicated in other countries as well. In 2016, Nigeria signed an agreement for installing 4.8 GW of nuclear power over the next two years, which will help fill Nigeria’s 7 GW power shortfall.[3]

This is part of the Russian Ministry of Foreign Affairs’ aggressive promotion of nuclear technology and infrastructure, an area in which Russia has surplus industrial capacity, technical knowhow and uranium supply. In fact, approximately 37% of Rosatom’s revenue comes from exports of nuclear infrastructure and technology, which it plans to increase to 60% by 2030. Africa is essential for the realisation of this objective.[4] Rosatom’s investments run deep; they include research and development partnerships in nuclear power with Egypt, Ethiopia, Nigeria, South Africa, Sudan and Tanzania.

In just four years, Rosatom has replaced former French conglomerate Areva as the leading provider of civil nuclear energy in Africa, signing at least 22 MoUs and inter-government agreements with 13 African countries.[5] One good reason for this: Rosatom reactor designs cost less than half that of similar products from Areva and U.S. majors, GE-Hitachi and Westinghouse.[6]

This is a valuable niche for Russia as there is currently limited
competition for nuclear power in Africa. The continent is growing at 3%
annually and is looking to develop its power industry. Despite being
oil-rich, it lacks technology and funds for developing its power sector,
which makes Russia a welcome partner.

Russian firms have also made forays in mining and metallurgy, investing in the extraction and processing of manganese, gold, nickel, platinum, diamond and aluminium. In 2015, a Russian consortium, consisting of Viholdings, Rostec and Vnesheconombank, invested $3 billion in Zimbabwe’s Darwendale platinum mines.[7] And since 2007, petro majors, Lukoil, Gazprom and Rosneft, have entered exploration and extraction of oil and natural gas fields in Algeria, Egypt, Ghana and Nigeria.[8]

Strategically aligned with commerce is defence. Russia has been
intensifying its military cooperation in Africa since 2015, and since
2010, is the leading supplier of military goods and technologies to
Africa. Russia exports more than 37% in armaments to the continent,
followed by the U.S., France, China and Ukraine. China has increased its
own share of arms supplies to Africa, and is the second largest
supplier after Russia in Sub-Saharan Africa.

At one level, Russia’s commercial expansion in Africa is not very
different from China’s state-led approach in the continent – large
capital expenditures by government corporations with ministerial
direction and sponsored credit. Investments predominantly take place
through mergers and acquisitions and joint ventures with African public
enterprises. However, Russia also jointly invests with African public
enterprises – and with international companies already operating in
Africa.

In return, as with China, Africa supplies Russia with 87% of its
manganese and 16% of its chromium, vital for Russia’s domestic
industrial value chains in nuclear power, aeronautics and
petrochemicals. Propelled by surges in Russia’s mineral and agricultural
imports and exports of wheat, refined petroleum products and steel,
bilateral trade has almost tripled from $7 billion in 2010 to $20.4
billion in 2018.

Russia has entered into several counter terrorism agreements with
African countries, where Islamist terror groups such as Al Shahab and
Boko Haram have sworn allegiance to the Islamic State of Iraq and Syria
(ISIS). Russia has its own concerns about ISIS as recruits from its
Islamic majority regions, Chechnya and Dagestan, have fought alongside
the group.

In addition, the U.S.-military scale-back and the increasing presence of ISIS fighters in Central and West Africa – more than 6,000, according to the Combating Terrorism Centre – have pushed African countries towards Russia,[9] which is providing counter-terrorism training, arms and advice. Around May 2018, the Central African Republic appointed a Russian national, Valery Zakherov, as its National Security Advisor, and this year, the Republic of Congo signed a bilateral agreement, facilitating the deputation of Russian military advisors to its forces.

This has translated into a stronger military partnership, with Russia signing military cooperation agreements with 21 African countries since 2015, and the possibility of establishing military bases in the Central African Republic, Egypt, Eritrea, Madagascar, Mozambique and Sudan.[10]

Like the U.S., the presence of Russian private military companies run parallel with its armed forces. Companies like Wagner Group and Patriot Group facilitate military operations and protect private investments which Africa’s capacity-constrained official security forces cannot.[11]

African security institutions welcome the comprehensive re-engagement
of Russia. In October 2017, Russia’s Permanent Representative to the
United Nations, Vasily Nebenzya, highlighted Russia’s role in assisting
law enforcement agencies and building military capacities of the
Regional Counter-Terrorism Alliance, G-5 Sahel, comprising the West
African nations of Burkina Faso, Chad, Mali, Mauritania and Niger.
Ironically, the G5 Sahel was established by France in 2014 and supported
by the U.S. Naturally, these countries have criticised Russia’s
security presence.

However, they have not criticised its commerce and industry. U.S. and
EU sanctions since 2014 have targeted Russian business networks
globally, but in Africa, they collaborate. Russia’s international
business partners in Africa include companies from Brazil, Italy,
Norway, South Africa, UK and the U.S. This has ensured the steady growth
of its business on the continent.

India’s familiarity with, and experience in, working with Russian
firms, especially in nuclear power and defence, is an opportunity for
Africa. Indian engineering firms can win maintenance contracts for
Rosatom’s nuclear power plants. Many African countries use older Russian
military equipment, which India has the expertise to service and
upgrade. India can also partner Russia and Africa in the research and
development of niche sectors like nuclear power and space.

Eurasia Review: Returning Indonesian IS Women And Children: What’s Next? – Analysis

Indonesian police has estimated that 104 Indonesian women and 99 children who left for Syria to join the Islamic State (IS) were still alive in 2017. With the loss of IS’ territories in Syria, currently at least 88 Indonesians, most of whom are women and children, are being held in in northeastern Syria. What will be their fate if they return?

There are presently at least, respectively, 50 and 38 Indonesians, a majority of whom are women and children, residing in refugee camps of the Syrian Democratic Forces (SDF) in northeastern Syria, according to reports. The figure is almost 40 percent of the Indonesian police’s 2017 estimate that 104 Indonesian women and 99 children who had joined IS were still alive in Syria.

There are probably more Indonesian women and children who are still
alive and reside in other refugee camps in northeastern Syria. What are
the possible charges confronting the IS Indonesian women and children –
including those who are in the refugee camps – if they return?

Women and Children’s Roles in IS

The Indonesian government intends to repatriate IS returnees who want
to come home despite a parliamentary debate several years ago on
revoking their citizenship. This is likely because the current
anti-terrorism law, enacted on 25 May 2018, does not address the
possible revocation of citizenship of those involved in overseas jihad
operations.

In general, revocation is seen to be a move against current
citizenship laws and the constitution in which the state is obliged to
protect its citizens. The refugees have lost their passports either
because they were taken by IS, or had them burnt voluntarily as seen in
past IS videos.

Once back on Indonesian soil, the authorities could charge the
returnees based on three clauses in the current anti-terrorism law. The
first is that women and children – aged 12 to 18 – could be charged for
being members of a terrorist organisation, in this instance, IS. They
may also face the following two charges:

First, for participating in IS training – military or
non-military. At least two IS official videos in 2015 and 2016 showed
tens of seemingly Indonesian children being indoctrinated in an IS
school supposedly in the land of the Caliphate ie Syria, participating
in military training and pledging their loyalty to IS by burning their
passports. We know of one child, Shamil Mohammed, currently held at an
SDF refugee camp, who has received IS’ indoctrination and weaponry
training whilst in Syria with his family.

Not Mere Followers

As yet, there is no information on whether Indonesian women in IS
have received any military training.  However, they were housed in an IS
camp for women upon reaching Syria. If indoctrination by IS in camps or
schools is categorised as a form of training by the Indonesian
authorities, these women and children may also be charged under the
current anti-terrorism law.

Second, for creating or spreading terrorist propaganda, or
recruiting people to join IS. Some Indonesian women who joined IS were
not mere followers of their husbands, but had active roles as they
created and disseminated IS propaganda for the Indonesian audience.

The most prolific was Umm Shabrina aka Siti Khadijah – the
administrator of pro-IS Indonesian website, Khilafah Daulah Islamiyyah.
Her postings on social media account were known to have inspired at
least one man to join IS; in 2015, he was killed at Sinjar Mount, Iraq.

Challenges: Reality More Complicated

While on paper the current anti-terrorism law will allow the
Indonesian authorities to charge the women and children returnees, the
reality is more complicated. They may be charged with joining IS;
children aged 12 to 18 shall be charged in a juvenile court. However,
would the additional charges – participation in training; creating or
spreading terrorist propaganda; recruiting people to join IS – be
applied to them as well? There are legal and social challenges to this
issue.

In terms of the legal challenge, the question is whether the
Indonesian authorities will classify indoctrination in IS camps, which
the women and children are likely to have undergone, as ideological
training and, hence, grounds to be charged as having participated in IS
training. If such indoctrination is not classified as training, then
these returning women and children may escape being charged on the
training clause.

As for the charge related to creating or spreading IS propaganda and
recruitment, it may be difficult for the prosecutors to present evidence
in court on this matter, especially if the returnees’ social media
accounts have been shut down.

The social challenge relates to whether the Indonesian authorities
will exercise a gender and age-nuanced counter-terrorism approach in
dealing with the returnees. Under the previous 2003 Anti-Terrorism Law,
the August 2017 batch of IS women and children returnees was not
prosecuted, unlike the male returnees.

This group of returnees was made up of 17 family members. Ostensibly,
the women could have at least been charged on hiding information on
their family members’ plans to join IS or, in several cases, recruiting
family members to join IS.

Breaking Cycle of Radicalisation

It is noteworthy that the current law provides for more severe
punishment to anyone (men or women) who intentionally involve their
children in terrorism. It remains to be seen if the prosecutors will
exercise this law to charge women and children, where evidence shows
that they have played a more active role in training, propaganda or
recruitment.

If eventually they are prosecuted, another challenge is to provide a
robust rehabilitation programme that specifically caters to women and
children in prison. This should include an “aftercare” programme that
caters to their well-being and motivations. Otherwise, they may seek
assistance from a handful of charity entities run by the pro-IS
community in the country.

In doing so, upon release, women returnees who remain radical may
continue indoctrinating their children or marry other pro-IS men who can
support them and their children financially. The cycle of
radicalisation by kinship will then perpetuate.

Ousted former Egyptian President Mohamed Morsi died on Monday after he fainted in court following a hearing, state television reported.

Mr. Morsi, a top figure in the Muslim Brotherhood who was the first democratically elected President in Egypt’s modern history, had been in jail since he was toppled by the military in 2013 after mass protests against his rule.

State television said Mr Morsi, who was 67, was in court for a hearing on charges of espionage emanating from suspected contacts with the Palestinian Islamist group Hamas.

Mr. Morsi was serving a 20-year prison sentence for a conviction arising from the killing of protesters during demonstrations in 2012 and a life sentence for espionage in a case related to the Gulf state of Qatar.
