The Mullahs’ Regime in Iran faces several crises, all of which have the potential to trigger major protests, and that was before the announcement of new sanctions by the United States targeting the regime’s oil and metal sectors.

A major crisis was triggered by the announcement of a spike in fuel prices. That led to extraordinary queues and protests at gas stations. Fearing large-scale protests, the regime was forced to announce that they won’t be raising gas prices.

Another major incident was a large protest by workers, teachers, and pensioners outside the regime’s Majlis (Parliament) and its House of Workers. Chants included “Imprisoned teachers must be freed” and “Workers, teachers, unite.” While on previous occasions the regime tried to contain the protests, this time the mullahs feared the situation could get out of hand and dispatched suppressive forces to beat and arrest protesters.

Chants at a similar protest by teachers and academics in Mashhad on early May laid blame on the mullahs for the nation’s woes. Chants included: “Our enemy is in the homeland. They’re lying when then says its abroad,” “Our enemy is right here. They’re lying when they say its America,” “Our problem could be solved if there was just one less case of corruption” and “Leave Syria alone; think of us instead”.

On their own, each of these incidents may not seem consequential, but since Iranian society is at a melting point and ready for change, any one of them could trigger a huge uprising.

The latest U.S. sanctions targeting the regime are making matters even worse for the mullahs.

This month the Trump administration ended sanctions waivers for countries buying oil from the regime and imposed new sanctions on steel, iron, aluminum, and copper sectors of the regime accordingly.

In April, the U.S. State Department added the regime’s Islamic Revolutionary Guards Corps (IRGC) to its list of foreign terrorist organizations (FTO), highlighting that the mullahs run an outlaw a regime that uses terrorism as a key tool of statecraft and that the IRGC has engaged in terrorism since its inception. And the U.S. warned of further sanctions to come after the regime announced this week that it would be curbing its commitments to 2015 nuclear deal.

By every definition of the word, the regime is at its weakest state of four decades of rule. Public resentment of the mullahs is at its highest level, factional feuding is tearing the regime apart from within, acts by the MEK’s network are shattering people’s fear of the regime, and the regime is increasingly running out of lifelines from abroad. A member of Iran’s parliament, the Majlis implied that widespread unemployment and the gap between the rich and poor would lead to the regime’s downfall.

“Our internal enemy is not America,” Hossein Maghsoudi said speaking at Majlis on Saturday, May 25, 2019. “Our internal enemy that is a bigger enemy than the US is youth unemployment, marginalization, the gap between the rich and poor, inflation, despair, depression among young people and ethnic and religious differences in the country,” he added.

In a new event, Emad Afrough, a former member of Iran’s Majlis (parliament), acknowledged the Iranian people’s hatred towards the mullahs’ regime.

“What do you expect when they’re hungry? When someone is hungry, they start insulting and cursing. Prior to the Dec 2017/Jan 2018 uprising, whenever I boarded a bus, a minibus, everywhere I would hear people insulting and cursing. They insult everyone and they don’t care, and I mean everyone. I told myself this is not the end of the story. It will lead to specific actions,” Afrough said in a state TV interview on Sunday, May 26, 2019.

Internet censorship and crackdown measures have been useless in confronting the Iranian society powder keg. “You cannot prevent this phenomenon. When people are denied of their rights and paychecks, when they feel discriminated, when they literally feel the inequality, they start breaking barriers. They no longer recognize any borders,” he added.

Iranian regime authorities are growing deeply concerned that any and all protests rallies can result in a security threat for the mullahs. “Any protest rally quickly evolves into a major issue. It immediately transforms into a political and security matter. This is the bitter truth. The people are looking for ways to retaliate,” the former Iranian Majlis (parliament) member concluded.

Resistance Units, People’s Symbols of Hope: Members of “Resistance Units,” help the people to organize their activities opposing the brutal regime in Iran. Resistance unit members are also expressing readiness to continue their struggle to bring about democratic regime change and freedom/democracy for the entire Iranian nation.

In the Capital City of Tehran, Members of “Resistance Units,” set fire on a bust belongs to the Regime Forces. This is one of the buses being used to dispatch forces to different points against demonstrators in Tehran.

In Isfahan, central Iran, a Resistance Unit set fire to a sign of a Revolutionary Guards (IRGC) Basij base to voice the Iranian people’s hatred of this entity.

(FPRI) — In January 2018, the Chinese Communist Party put forward a Central Committee Opinion developing the idea for creating a Chinese international commercial court, aimed at servicing Belt and Road Initiative (BRI) disputes. Six months later, two Chinese International Commercial Courts (CICC) were established to deal with maritime and overland trade cases with minimum claims of approximately 44.5 million USD. These courts are a logical step for securing China’s interests in light of the estimated five trillion USD of BRI investment, which has been on very rocky waters. Multiple BRI-related cases have already taken place in various international courts, and more can be expected.

The importance of dispute settlement instruments was stressed at the
2019 Belt and Road Forum, where one of the deliverables was the
establishment of an International Dispute Prevention and Settlement Organization
between over 30 countries. The CICCs will be an important part in
China’s participation in the initiative. However, procedural
uncertainties, a lack of neutrality, and practical barriers raise
concerns to how the interests in the formation of the CICCs extend
politically.

The Chinese International Commercial Courts

The CICCs consist of a court in Shenzhen and another in Xi’an. The
courts will entertain disputes if the projects meet the monetary
threshold, and the disputes will be resolved in the PRC’s highest court
of law, the Supreme People’s Court (SPC). It is organized as a “one-stop
shop” that can hear any case the SPC deems appropriate, as long as the
matter has a “significant nationwide impact,”
according to the CICC establishment provisions. This can be understood
as China wanting to keep the scope of the commercial disputes the courts
can oversee beyond a certain commercial type, or under certain
numerical thresholds.

As a permanent adjudicative organ of the SPC, the CICCs are staffed
by 8 Chinese judges experienced in international trade law. The law of
the SPC does not allow for judges from different nationalities, putting
it at odds with competing international commercial courts, like the
Singapore International Commercial Court or Dubai International
Financial Centre Courts, which are staffed by an array of foreign
judges. The CICC will be supported by an International Commercial Expert
Committee mediating on substantive foreign law issues. Yet, even this
provides cause for reservation, as the weight of their opinions and
various other procedural issues lack enumeration. Such issues may not cause much worry to Chinese legal scholars with a deep tradition
of mediation, but Western practitioners are left to wonder whether the
ambiguity is purposeful—and they are especially worried given the
financial stakes at hand.

Lawyers practicing in the CICCs must be licensed in China, and the
working language of the court is mandarin. Its Rules of Procedure are
also brief, consisting of only 40 articles based
on Chinese civil procedure law instead of international arbitration
rules. A convenient online system for submitting documents and payments
sets the courts apart from the above-mentioned competitors.

The CICCs will also have to implement the “requests for instructions”
system, requiring courts to report and seek higher court approval prior
to decisions in cases of potential interest to Chinese leadership. This
mechanism is used in other areas of law to ensure that a judicial
interpretation is in line with party policy. It has been significantly criticized
for decades as a major obstacle to court independence. The party
leadership is particularly emphasized in the courts’ 2019 task list,
where reference to “revolutionizing” the CICCs—an implication of the absolute leadership of party—highlighted that the courts are not an exception to the Chinese political-legal governance. Judicial independence of the CICCs is thus, de jure, non-existent.

So far, the CICCs have accepted only a handful of cases since their
inception in 2018, none of which have been directly tied to BRI. An
Italian pharmaceutical company selling products through Hong Kong was
tried for a product liability matter. Multiple disputes revolved around
arbitration clauses, of note being the China Travel Service in Hong
Kong. Thailand’s Red Bull
was also involved in litigation related to the right to produce the
drink. At the time of writing, all cases are still undergoing
proceedings. All of these cases were passed down from the SPC to the
CICCs, similar to other international commercial courts during their nascence.

Implications

China has quickly learned that pouring money
into strategically important areas across the world can have unexpected
backlash, and a more nuanced touch is required. For the BRI, the
reforms have taken shape in better risk, compliance, and sustainability management
directives in Chinese investments abroad. The CICCs are meant to
assuage the concerns of both local and foreign parties regarding the
gravitas attached to and possible endpoints of major infrastructure
investments.

The fact that the CICCs retain a dependent relationship to the SPC
emphasizes that the courts are not differentiated in terms of autonomy
from different Chinese judicial instruments. This will make it more
difficult for China to sell the courts’ legitimacy to foreigners.
However, the creation of the foreigner-composed International Commercial
Expert Committee is an important step towards easing these worries
about impartiality and professional capacity to work with foreign law.
On a more general note, the courts are an important step towards
adapting to Western judicial conventions—a worthy concession to secure
confidence that China is taking the BRI seriously.

It is unlikely that the courts will amass the prestige to become a
true competitor to other international commercial courts, especially at
this early of a stage. What remains unanswered is the extent to which it
will veer BRI investment parties to accept the CICCs as their courts of
choice. The Chinese could use their financing capacity to pressure the
use of these courts. This could lead to a steady stream of cases
allowing the court to quickly gain experience and, depending on how it
fares, trust. The cases will also provide important insight for the West
into how the Party-led judiciary functions.

China’s decision to open its processes up to international scrutiny signals confidence in its own efforts, and perhaps more importantly its willingness to be transparent and communicate them.

A press conference on the reauthorization of New York City speed cameras was cut short on Friday after Congressman Jerry Nadler suffered a medical issue on the podium.

Nadler, the 71-year-old chairman of the House Judiciary Committee, appeared to briefly lose consciousness during the Q&A portion of the Upper West Side briefing.

“You seem a little dehydrated, brother,” said Mayor Bill de Blasio, handing him a water bottle as a voice over the loud speaker declared a “code blue” in the gymnasium. Medical personnel quickly surrounded Nadler, and the room was cleared of reporters and advocates.

A spokesperson for Nadler’s office told Gothamist that “he is okay. Seems to have been dehydrated and it was very warm in the room. He was sitting down so did not faint or anything. He is responsive and receiving a check-up.” Reporters on the scene said he appeared to be in “okay spirits,” and photos show him smiling.


De Blasio, Nadler and several elected officials had gathered at the West End school to tout a “rapid expansion” of speed cameras in the city, following the passage of a state law reauthorizing the program earlier this month. Starting in July, the cameras will expand to 750 school zones, with extended hours of operation, including on summer weekdays and evenings.

The mayor also said he will begin pushing for reforms in Albany to escalate fines and suspend vehicle registration for repeat speeding and red-light offenders. A spokesperson for the Mayor’s Office did not respond to Gothamist’s inquiries about whether he supported similar legislation in the City Council.

On Thursday, Nadler told MSNBC that he’d spoken to Special Counsel Robert Mueller about his investigation into Trump, and that Mueller was prepared to testify in private before Congress.

UPDATE: Mayor Bill de Blasio told reporters outside the press conference it seemed Nadler was “just taking a little nap for a moment. I put my hand on his shoulder and said, ‘Jerry are you okay?’ He didn’t respond right away.”

The mayor added that “after a few minutes he started coming back to his energetic self,” speculating that it was probably just dehydration. Nadler has since been removed from the premises in an ambulance. President Trump has not tweeted about the episode…yet.
