The gunman who carried out Wednesday’s mass shooting outside Washington has been identified by multiple law enforcement souces as 66-year-old James T. Hodgkinson, a resident of Illinois. He allegedly used an M4 rifle in the attack on Republican congressmen practicing for a charity baseball game. Hodgkinson, who was shot and subdued by the congressmen’s security detail, later died at a hospital. There has not been confirmation of any motive for the assault. Hodgkinson’s Facebook page, which shows a banner image of Vermont Sen. Bernie Sanders, contains strong criticism of Republican congressmen and President Donald Trump. A message posted by Hodgkinson on March 22 says “Trump is a Traitor. Trump Has Destroyed Our Democracy. It’s Time to Destroy Trump & Co.”

Two more top Michigan officials have been charged in connection with the Flint water crisis that left the citys municipal water supply contaminated with lead. Nick Lyon, the head of Michigans health department was charged with involuntary manslaughter for his role in the events leading up to the crisis, while Dr. Eden Wells, the state’s chief medical officer was charged with obstruction of justice and lying to police. Lyon is the highest-ranking official yet to be prosecuted for the water crisis. He is accused of failing to alert the public of an outbreak of Legionnaires’ disease in the Flint area, which was linked to the citys water supply. Flint’s water was tainted for at least 18 months after the city switched its water supply from the Detroit water system to the Flint River as a cost-cutting measure. The city switched its water supply in 2014 without ensuring that water from the Flint River had been treated with anti-corrosive agents, as required by law. It corroded the city’s old water mains, turning drinking water brown due to iron contamination, and leached lead from smaller pipes that carried water into homes. In all, nearly 100,000 people were affected by the contaminated water and U.S. federal health officials found that young children in Flint had significantly higher levels of dangerous lead in their blood. Lead in water supplies can cause profound and permanent health problems, particularly in children whose brains and nervous systems are still developing. The city returned to its original water source in October 2015.

Voice of America: Cuba Starts Election Cycle, Likely Last of Castro Presidency
Cuba is starting an electoral process that is expected to end with President Raul Castro stepping down in February. The Council of State says in Wednesday’s state media that voting for municipal assemblies will take place on Oct. 22. It doesn’t set the date of voting for the country’s parliament, which selects the Council of State and the president. Elections are held every five years.   Castro has said he’ll step down as president in February, although he is expected to remain head of the ruling Communist Party.   Above the municipal level, Cuban elections are choices between candidates preselected by the Cuban Communist Party and related organizations. That guarantees that the country’s nominally representative bodies in practice answer to the president and a small group of high-ranking officials.

Staunton, June 14 Vladimir Putin told Oliver Stone that Russia has overcome the contraction in the numbers of ethnic Russians (nazaccent.ru/content/24374-putin-rossiya-preodolela-sokrashenie-etnicheskih-russkih.html).  But that statement isnt true, and officials are debating whether Moscow can boost birthrates and cut mortality rates among Russians.

The Kremlin leader said that for the third year in a row, there has been a natural growth of the population, including in regions with primarily ethnic Russian population, a statement that Russian demographers have called into question. (For recent reports on this, see windowoneurasia2.blogspot.com/2017/02/non-russian-republics-have-best.html).

(In the same interview, Putin made two other statements, problematic if not in fact false. On the one hand, he said Russia, unlike Western countries, doesnt have a problem with immigrants of a different religion, despite all the problems it does have with Central Asian gastarbeiters. And on the other, he said that Christians and Muslims in Russia identify as Russians and therefore we will be able to overcome all sensitive religious and ethnic issues, again despite all the evidence of problems in both areas.)

But perhaps the best evidence of Putins dishonesty on demographic issues is provided by an article in Vedomosti today which calls attention to a major policy fight over how best to stimulate the birthrate in Russia (vedomosti.ru/economics/articles/2017/06/14/694222-stimulirovat-rozhdaemost).

With regard to the fall of births, journalists Margarita Panchenkova and Tatyana Domskaya report, the social block of the government is proposing a package of measures to stimulate it. All existing measures would be maintained and extended further into the future, and new ones would be added.

Such things would be very expensive and the finance ministry is resisting, calling for shortening the planned extension of maternal capital payments and not taking other steps. In addition to its arguments based on the availability of money, the finance ministry people stress that Russia is now in a demographic hole much like the one it was in during the 1990s.

After the baby boom of the 2000s, the journalists continue, the number of births began to fall, with 10.1 percent fewer Russian citizens born in the first quarter of 2017 than in the same period of a year earlier.  It is the waves of the number of women in prime childbearing cohorts that is most important, some experts say, not any government program.

The finance ministry is prepared to extend some existing programs in maternal capital on two conditions: it will be paid only in regions where births are lower than the average for Russia and in regions with natural outmigration, and setting a maximum income for those receiving benefits. The article doesnt say but these steps would mean significant shift of resources away from predominantly Russian ones to predominantly Muslim ones.

The social block of the government also wants to promote programs that will lower the age of first births, but experts say that there is a risk that a woman who before 25 is not able to receive an education and acquire a profession, will leave the labor market, something that would hurt the economy by sharpening the problem of the deficit of workers.

Another factor pushing down birthrates is the worldwide trend toward smaller families, but a more immediate one for Russia is the dramatic decline in the economy and the increase in poverty and fears about the future.  If Moscow really wants to address the birthrate, it must focus on these issues, something the Kremlin shows no interest in doing.

Appended to the article is a chart showing projected declines in the birthrate and overall population of Russia and increases in the death rate over the next several decades, all figures that most Russian experts accept as true even if Putin says something else to an American interviewer and expects to be believed.

Senior American officials say the United States will signal strong commitment to Central America when top leaders from the region gather in Miami this week, despite a 2018 budget that proposes a significant cut in aid to those countries. The Conference on Prosperity and Security in Central America, opening Thursday, will focus on economic, governance and security challenges in El Salvador, Guatemala and Honduras. The two-day meeting will draw government and business leaders from the United States, Mexico, Central America and other countries. The American delegation will include Vice President Mike Pence, Secretary of State Rex Tillerson, Homeland Security Secretary John Kelly and Treasury Secretary Steven Mnuchin. They will join the presidents of the Northern Triangle countries El Salvador’s Salvador Sánchez Cerén, Guatemala’s Jimmy Morales and Honduras’ Juan Orlando Hernández plus Mexico’s foreign secretary, Luis Videgaray. The goal is to build “a broader partnership” while seeking “stronger and better integration of security, economic and social development issues,” said William Brownfield, assistant secretary of state for international narcotics and law enforcement affairs. Drugs, migration Leaders will discuss how to combat transnational crime and drug trafficking, foster economic growth and promote the rule of law, U.S. officials said. Central America “has become a major transit corridor for illegal drugs and a significant source of irregular migration to the United States,” the Congressional Research Service (CRS) acknowledged in a report released last week. “We want to mobilize the international community to demonstrate its commitment to confronting the shared challenges we face in the region,” said John Creamer, a deputy assistant secretary of state who oversees Cuba, Mexico, Central America and Western Hemisphere issues. Representatives of Belize, Canada, Chile, Colombia, Costa Rica, the European Union, Nicaragua, Panama and Spain also are invited to the Miami gathering. Budget questioned The Trump administration has requested $460 million in assistance for the Northern Triangle in fiscal 2018, down more than 30 percent from its current $655 million allocation but “still a substantial amount of money,” Creamer said. Since fiscal 2016, Congress has appropriated $1.4 billion to implement U.S. strategy in Central America, the CRS reported. Advocates worry the proposed cut would negatively affect Northern Triangle economies, security and migration. The U.S. is “sending a mixed message to the region in U.S. involvement in addressing the challenges” facing Central America, said Adriana Beltran, a senior associate for advocacy group Washington Office on Latin America (WOLA). Senior U.S. officials say the proposed budget cut does not reflect reduced commitment to the region but instead a desire to get “maximum value for the dollars” allocated. Cuba policy President Donald Trump is to unveil a revised policy on Cuba in the coming days that would roll back parts of former President Barack Obama’s efforts to normalize relations. The changes may include restrictions on those who travel to and do business with the island nation, whose leaders were not invited to the regional conference. “It is even a bigger mixed message if the presidents of Central America and the vice president of the United States are in Miami to hold a meeting emphasizing the U.S. support for the region and the president shows up to deliver a controversial statement about a completely different Latin America issue,” said Geoff Thale, WOLA’s program director. U.S. media reports have predicted Trump will announce the Cuba policy changes Friday in Miami, but White House officials have declined to confirm such a trip. The Trump administration has stressed the need to work with Central America on curbing illegal immigration, drug trafficking and transnational crime. Last month in Washington, Tillerson and Kelly met with their Mexican counterparts. Tillerson said the U.S. would “continue to partner with Mexico to disrupt and destroy” transnational criminal organizations that enable drug trafficking. “Almost 20,000 Americans died from overdoses of heroin or synthetic opioids, including fentanyl, in 2015,” Tillerson said at a joint press briefing. “An estimated 100,000 Mexicans have died in drug-related violence since 2006.” On Friday, the conference moves to the U.S. Southern Command in Doral, Florida, where Kelly, who previously served as SOUTHCOM commander, will host talks on regional security. “While the United States is indeed the magnet that feeds drug smuggling through Central and South America, it is mostly our friends in Mexico and to the south that feel the brunt of the violence and the crime,” Kelly said last month. Pence also will participate in bilateral meetings with the Northern Triangle leaders.
